Many officers I know are hands-free on their own time, but some cell phones are provided by the department for official use on-duty, and are not Bluetooth compatible. In short, police can use phones in an emergency, and they have a lot more emergencies than you do.

However, it's possible that the current law enforcement vehicles/equipment aren't bluetooth enables. Maybe the next models will be. Most cops and firefighter I know use the walkie-talkies which they usually carry on their lapel—keeping their hands free.

It is not clear if he was a bicyclist riding his bike or a pedestrian walking his bike.
I am not…Read More aware that a bike rider has the right of way the same way a pedestrian has.
If in fact he were walking and pushing his bike, he would certainly have the right of way and it should be reported as a pedestrian not a bicyclist.
Certainly he is still struck by a car but the reporting of it does make a difference in understanding the problem.
Is it a pedestrian crossing problem or a bicycle problem?
I also like the embedded lights like those on Showers Drive.

Are there exceptions for dialing?

DMV says that it is ok to operate the device unless you are using it to make a call. So who is right? The cop or the DMV?
